 Beginning Players should be protected even in a PVP area.
 In the case of big difference in level & boat a player should be protected even in a PVP area.  Prevent PVP if the attacker does not have consent even in a PVP area (mutual PVP).
 Introduce an element to aim at a sharp revesral [?] in a situation with small boats or low Battle levels. (items?)
 Increase bounties on PVPers as a "demerit".
